Jesep Named as Interim Chief Administrative Officer and General Counsel
SCHENECTADY, N.Y. (June 14, 2016) — Hometown Health Centers (HHC), a nationally recognized primary care and dental practice, is pleased to announce that Paul Jesep, chief ethics and compliance officer, will serve as interim chief administrative officer and general counsel in addition to his role as chief ethics and compliance officer.
Jesep’s duties include strategic planning, overseeing government relations, serving as chief legal officer crafting contracts and memorandums of understanding, advising the board of directors and senior executive team, and participating in public policy discussions arising from the Delivery System Reform Incentive Payment (DSRIP) Program, which is designed to dramatically restructure Medicaid in New York state to better leverage resources to serve those in need of quality healthcare.
“I am delighted that Paul has agreed to temporarily take on this role at the health center,” said HHC CEO Joe Gambino, noting that Jesep becomes HHC’s first in-house counsel. “He is a terrific advocate for the organization and we are fortunate to have someone with his expertise focusing on an array of complex business-related issues such as contract development and review, policy issues, and government regulations and relations.”
“Law and compliance are complements and yet very distinct," added Jesep. “Lawyers are spirited advocates for a person or organization, whereas compliance officers are particularly sensitive to fairness, objectivity, and transparency. There must be a delicate, respectful balance.”
A Capital Region native, Jesep has served in a variety of roles during his career, including speech writer and legislative analyst to a US Senator, legal counsel to a senator of the Massachusetts General Court, political science lecturer at the college and university level, vice president of government relations for a high tech start-up, general counsel of the New York State Foundation for Science, Technology and Innovation (NYSTAR), director of communications and government relations for a New England-based healthcare organization, and board member to several organizations.
In his prior healthcare work, he earned awards from the federal government for healthcare initiatives in the area of government relations and consumer outreach and advocacy.
Jesep earned his undergraduate degree in political science from Union College and also holds a masters of professional studies and masters in religion. He earned his law degree from Western New England University School of Law.
